William (Bill) Brannen, PE

I am Bill Brannen, the principal partner of Brannen Engineering & Consulting, LLC.  I would like to share a bit of my background and qualifications.

My Professional Background

  I have more than 41-years of wide-ranging experience in the electric power industry. I began my career with Bechtel Power Corporation in 1978 and joined Florida Power & Light Company the following year. Since that time, until my retirement in March of 2020, I worked for both NextEra Energy, Inc. primary subsidiaries, Florida Power & Light Company (the largest investor-owned electric utility in Florida) and NextEra Energy Resources, LLC (a diversified clean energy company with an emphasis on power generation and electric service that has operations in 36 states and four Canadian Provinces). I retired from NextEra Energy Resources as the Senior Director – Due Diligence.

Overview of My Experience

I have held senior-level management and leadership roles in almost all aspects of the electric power generation business during my career.  These roles included responsibility for engineering and construction project management, operating plant management, project estimating, market cost forecasting, new technology evaluations, negotiating major equipment supply agreements, preparation of power purchase and energy storage proposals and negotiating associated agreements, negotiating engineering and construction services contracts, negotiating build/transfer agreements and securing plant permits and licenses.

Selected Accomplishments

  • Managing the development and implementation of engineering, technology selection and execution strategies for universal solar and distributed generation projects for NextEra Energy, Inc. It should be noted that during this time, NextEra Energy became one of the largest solar generation companies in North America installing almost 3,800 megawatts, alternating current (MWac), of solar capacity;
  • Leading company efforts to submit and win competitive engineering, procurement and construction (EPC) bids and negotiate EPC agreements to construct solar and wind generating facilities for third parties;
  • Serving as an expert witness in multiple regulatory and legal proceedings focusing on the cost of equipment, contracting practices for engineering and construction services, construction schedules, construction methods, construction risk management practices, and market impacts on construction pricing dynamics;
  • Leading the development and implementation of an unprecedented “self-perform” strategy with a key Spanish partner to successfully permit, engineer, construct, commission and place two-50 MW solar thermal generating plants with 8-hours of molten salt storage capability and a 25-mile transmission level generation tie-line into service in Extremadura, Spain on schedule and well under budget
